- Jul. 13-17 Permanent Paving: Crews will permanently pave the areas where the new water main was installed on SW Linda Lane, SW Todd Street, and SW 137th, 138th, and 139th Avenues. Project Overview
A contractor overseen by TVWD will complete the following work:
Water Main
Replace approximately 4,500 feet of existing 6-inch cast-iron water main with new 8-inch ductile-iron main beneath:
- SW Linda Lane, from SW Murray Boulevard to SW Devonwood Avenue
- SW 137th Avenue, SW 138th Avenue, and SW 139th Avenue, from SW Linda Lane to SW Todd Street
- SW Todd Street, from SW Murray Boulevard to SW Devonwood Avenue
Water mains are underground pipes in the street that carry treated drinking water from a water treatment plant to homes and businesses within TVWD's water service area.
Supporting Water Infrastructure
Water Service Lines: New water service lines will be installed to connect each customer's water meter to the new water main.

Air release valves remove trapped air from water pipes in order to keep water pressure steady and ensure reliable service. Fire hydrants provide firefighters with quick access to large volumes of water needed to control and extinguish fires and allow TVWD to flush water mains, which helps maintain water quality. Water quality monitoring stations continuously measure drinking water conditions in the distribution system to ensure the water remains safe.

General Impacts

Work Schedule
- Weekdays between 7 a.m. and 6 p.m. (no holiday work)
Traffic, Parking, and Access
- Short-term driveway delays
- Daytime road closures and temporary parking restrictions near work zones
- Mail, garbage collection, and deliveries will continue
Daytime Road Closures
- Only the street where active work is taking place will be closed to through traffic, weekdays between 8 a.m. and 5 p.m.
- You will still be able to access your home during construction, but short delays may occur
- Roads will reopen each day at 5 p.m.
- Roads will remain open overnight until 8 a.m. the next morning
- Roads will remain fully open on weekends
- Please follow posted signs and crew directions
- Do not drive through work areas unless necessary

Curbs and Sidewalks
- As part of this project, curbs or sidewalks will not be added to the neighborhood. (TVWD’s legal authority is limited to drinking water infrastructure, such as water mains, pipes, valves, hydrants, and reservoirs.)
Water Service Interruptions
- Water service shutoffs may occur as part of this project. Impacted customers will receive at least 48 hours’ notice.

Phase 1: Preconstruction
- Utility locating
- Potholing
- Erosion control
- Staging of equipment and materials
Phase 2: Installation of Water Infrastructure
- Sections of new water main, fire hydrants, air release valves, and a water quality sampling station
- Sequencing *:
- SW Linda Lane (from SW Murray Boulevard to SW Devonwood Avenue)
- SW 139th Avenue (from SW Linda Lane to SW Todd Street)
- SW 138th Avenue (from SW Linda Lane to SW Todd Street)
- SW 137th Avenue (from SW Linda Lane to SW Todd Street)
- SW Todd Street (from SW Murray Boulevard to SW Devonwood Avenue)

Phase 3: Connections
- Connect homes to the new water mains
- Connect the new water mains to the water system and disconnect and abandon in place old water mains near the following locations:
- SW Todd Street and SW Linda Lane
- SW Todd Street and SW Devonwood Avenue
- SW Todd Street and SW 140th Avenue
- SW Todd Street and SW Murray Boulevard
- SW Linda Lane and SW 140th Avenue
- SW Linda Lane and SW 141st Avenue
- SW Linda Lane and SW Murray Boulevard
Phase 4: Permanent Paving
- Remove the existing road surface using a heavy machine with a rotating drum and sharp blades.
- Clean and prepare road surface.
- Spread and compact hot asphalt evenly using paving machines and workers.
- Apply a light dusting of sand to ensure safety and durability as the asphalt cures and settles.
Temporary asphalt will remain in place until final paving can be scheduled, based on weather. Final paving will cover the areas where the new water main was installed, not the entire street.
Project Benefits
The current water mains under SW Todd Street and SW Linda Lane were installed in the 1950s. Based on their age, condition, material, and leak history, they were prioritized for replacement. The project will improve the water system in this area by:
- Boosting reliability: The new main will be stronger and less likely to leak, helping prevent service interruptions.
- Improving water flow: The larger, modern mains can move more water at higher pressure to homes and hydrants in the neighborhood.
- Enhancing fire protection: Firefighters will have better access to water for emergency response.
