Non-Discrimination Policy Notice

The Tualatin Valley Water District (TVWD), and its related partnerships, complies with state and federal civil rights laws and is committed to providing its programs and services without discrimination in accordance with:

  • Title VI of the Civil Rights Act of 1964, which prohibits discrimination based on race, color, or national origin (including language). 

  • Section 504 of the Rehabilitation Act of 1973, which prohibits discrimination based on disability.

  • Title IX of the Educations Amendments Act of 1972, which prohibits discrimination based on sex in education programs or activities.

  • Age Discrimination Act of 1975, which prohibits discrimination based on age.

  • U.S. Department of Homeland Security regulation 6 C.F.R. Part 19, which prohibits discrimination based on religion in social service programs. 

  • Section 13 of the Federal Water Pollution Control Act Amendments of 1972, which prohibits discrimination based on sex under any program or activity receiving funding under the Federal Water Pollution Control Act.

Information and Services for Persons with Disabilities and Persons with Limited English Proficiency

The TVWD:

  • Provides free aids and services, such as qualified sign language interpreters and written information in other formats (large print, audio, accessible electronic formats, etc.), to communicate effectively with persons with disabilities, upon request. 

  • Provides free language services, such as qualified foreign language interpreters and information written in other languages, to ensure meaningful access to programs and activities for persons with limited English proficiency, upon request.

To File a Complaint with the TVWD

If you think that the TVWD has failed to provide these services or discriminated in another way based on race, color, national origin (including language), disability, sex, or age, you can file a complaint in person, by mail, or by email with: Kylie Bayer, Civil Rights Compliance Officer at 503-848-3015 and kylie.bayer [at] tvwd.org (kylie[dot]bayer[at]tvwd[dot]org).

Retaliation

The TVWD is committed to fostering an environment where individuals can invoke these grievance procedures without fear of retaliation or reprisal. The TVWD explicitly prohibits retaliation against any individual for any purpose, including for the purpose of interfering with any right or privilege guaranteed under any state or federal statutes or regulations because that individual has filed a complaint or has testified, assisted, or participated in any way in an investigation, proceeding, or hearing of any kind or has opposed any practice made unlawful under any state or federal statutes or regulations. Prohibited retaliatory acts include intimidation, threats, coercion, or discrimination against any such individual or group. Any concern regarding retaliation should be reported to the Non-Discrimination Coordinator, Kylie Bayer, Civil Rights Compliance Officer.
