UPDATES:
- Preconstruction Work Scheduled: From the week of May 18 to early June 2026, a contractor will mark utilities and pothole in the public right-of-way along SW Ivy Glenn Drive, SW Oak Street, SW Sugar Plum Lane, SW Sugar Plum Court, SW 171st Avenue, SW 172nd Avenue, SW 173rd Avenue, SW 175th Place, SW 176th Avenue, and SW 177th Place. The information collected during this work will help TVWD complete the design and permits for the future Ivy Glenn Water Main Replacement Project. Learn more.
- Upcoming Construction in 2027: Construction is scheduled to occur in early 2027. Customers located near the construction area will receive advance notification of the project by email, text message, automated phone call, and postcard.
Project Overview
A contractor overseen by TVWD will:
Main Replacement
Replace about 6,600 feet of the existing water main under the following streets:
- SW 176th Avenue (Oak Street south to Ivy Glenn Drive)
- SW Ivy Glenn (176th Avenue east to 173rd Avenue)
- SW Sugar Plum Lane
- SW Sugar Plum Court
- SW 172nd Ave (Oak Street south to Sugar Plum Lane)
- SW 171st Ave (Oak Street south to Sugar Plum Lane)
Water mains are underground pipes in the street that carry treated drinking water from a water treatment plant to homes and businesses within TVWD's water service area.
Underground Supports (Straddleblocks)
Install concrete supports that help keep sections of the water main from shifting under pressure.
Fire Hydrants
Install new hydrants or replace existing ones. (When a new water main is installed, hydrants must be connected to the new main to operate properly and maintain water pressure.)
The project is currently in the design phase, and the scope is subject to change.

Work Schedule
- Weekdays between 7 a.m. and 6 p.m.

Traffic, Parking, and Access
- Temporary road closures with local access allowed
- Temporary driveway access delays and parking restrictions
- Sidewalks will stay open along the project route
- Mail, deliveries, and garbage collection will continue as usual
Water Service
- Water service shutoffs may occur as part of this project. Impacted customers will receive at least 48 hours’ notice.
Construction Process
The process may change.
Phase 1: Preconstruction
- Utility marking
- Potholing
Phase 2: Water Main, Straddleblock, and Fire Hydrant Installation
- Water main installation
- Straddleblocks
- Fire hydrants
Phase 3: Connections
- Connect homes to the new water mains
- Connect the new water mains to the water system
- Disconnect and abandon in place old water mains
Phase 4: Permanent Paving
Temporary asphalt will remain in place until final paving can be scheduled, based on weather. Final paving will cover the areas where the new water main was installed, not the entire street, and include:
- Removing the existing road surface using a heavy machine with a rotating drum and sharp blades.
- Cleaning and preparing road surface.
- Spreading and compacting hot asphalt evenly using paving machines and workers.
- Applying a light dusting of sand to ensure safety and durability as the asphalt cures and settles.
Project Benefits
The project will improve the water system in this area by:
- Boosting reliability: The new main will be stronger and less likely to leak, helping prevent service interruptions.
- Improving water flow: The larger, modern mains can move more water at higher pressure to homes and hydrants in the neighborhood.
- Enhancing fire protection: Firefighters will have better access to water for emergency response.
