Why is TVWD increasing the cost of the Gold Plan?
Beginning in 2026, the cost of the Gold Plan subscription is increasing from $35 to $40 (per assembly) annually. The cost of the Gold Plan has not changed since the program began in 2009. However, the rate we pay our contracted testers has increased to support their needs so they can continue providing quality service for our customers. Even with this increase, the cost of the Gold Plan remains below the average market rate of $53.50 for a backflow test. This increase allows TVWD to continue offering competitive compensation to our contracted testers while maintaining an efficient and reliable program for our customers.
Annual Gold Plan Timeline:
- January: Reminder postcards are mailed to all Gold Plan subscribers.
- March/April: The $40 Gold Plan fee (per assembly) is assessed to your water bill.
- March through September: TVWD's contracted backflow testers perform the annual backflow test.
- A door hanger is left with your test results, and the tester submits the report to TVWD electronically.
- Any issues or failed tests will be noted on the door hanger. If repairs or replacement are needed, the contracted tester will provide a quote. TVWD will cover up to $50 of the work performed by that tester.

- The Gold Plan continues automatically each year unless you cancel the plan or move (stop service).
