What is TVWD doing?

To increase the efficiency, reliability, and resiliency of water service to the Cooper Mountain area, TVWD is installing approximately 1,550 feet of 24-inch ductile iron transmission water main between TVWD's Cooper Mountain Reservoirs and the City of Beaverton's Cooper Mountain Reservoirs on SW Kemmer Road. 

This project will provide TVWD customers and City of Beaverton residents an emergency connection between the two water systems. Additionally, once completed, this project will allow the decommission and replacement of the current primary pump stations and reservoirs that push water from the Aloha valley floor to the summit of Cooper Mountain for TVWD. Those facilities are at the end of the expected service life and scheduled for replacement.   

TVWD is not planning construction or other maintenance for the existing two Cooper Mountain reservoirs at this time.

This water system connection partnership project is a $1.5 million investment in the water system serving this area, paid using funds from regular water bills.

Timeline

This project received required Washington County permitting in December 2023. Construction began February 12, 2024 and be completed by May 2024. The schedule is approximate and will be refined based on material availability.

Construction Impacts for Neighbors

TVWD has hired K&E Excavation to complete this project under the supervision of TVWD's Construction Inspectors. 

Installation of water mains requires open trench excavation to install the new water pipeline under the roadway. This will generate significant noise, dust, and vibration in and around the project area during working hours.  

Construction work hours are permitted from 8 a.m. to 5 p.m., Monday through Friday. In road construction is limited to 8:30 a.m. to 4 p.m., Monday through Friday. 

Temporary road surfaces will be maintained during construction so vehicle traffic can drive over the completed areas immediately. Once the new piping is installed, tested, and in service, final road paving in the areas dug for construction will be scheduled based on weather. 

Traffic Impacts

The majority new water transmission piping will be installed under the westbound lane of Kemmer Road, on the north side of the roadway. Limited areas of construction and installation will cross both travel lanes on Kemmer Road where the new water piping connects to each reservoir at the ends of the project area. 

Traffic will be controlled by flagging in the active construction area. Flagging will travel with the active construction area on Kemmer Road as the project progresses. 

Equipment Storage & Staging

TVWD's contractor, K&E Excavation, will be storing equipment and staging project materials near the project area to reduce movement of large vehicles and equipment. Materials and equipment will be stored at the vacant TVWD property neighboring the Cooper Mountain Reservoirs on Kemmer Road.
