The City of Tigard is joining Beaverton and Hillsboro in implementing a new right-of-way usage fee (ROW fee) on the gross revenue received by TVWD from customers within its city limits. A ROW fee is a charge by a city for locating pipes and other infrastructure within the public rights-of-way. Water customers served directly by the three cities already pay this fee.
In response to Tigard's action, TVWD's Board of Commissioners has set a public hearing on April 19, 2017 at 7:00 p.m. to consider a resolution to implement this new Right-of-Way Usage Fee. The meeting will be held at District Headquarters, 1850 SW 170th Ave., Beaverton. Public comment is welcome. If you cannot attend the hearing but would like to submit a comment, you may send an email to tigardROW@tvwd.org. Comments received prior to the hearing will be considered by the Board.
