TVWD Board Meeting Procedures

How To Participate In TVWD's Board Meetings

Board Meeting TestifyRegular Business Meetings

Regular business meetings are the time during which the Board will consider the items published in their Board Agenda. They're usually held the third Wednesday of each month at 7 p.m.

Work Sessions

Work Sessions are held in order to provide the Board an opportunity to conduct informal communications with each other and staff in respect to possible agenda items in their regular business meeting. The Board typically asks citizens observing the work sessions to hold their comments and questions for the regular business meeting. They're generally held the first Tuesday of each month at 6 p.m.

Executive Sessions

At times it is necessary for the Board to discuss confidential matters in accordance with ORS 192.660. These meeting are not open to the general public. The press is allowed to remain in the room; however, they are not allowed to report on executive session issues. The Board recognizes the sensitivity of conducting closed sessions and only conducts them when confidentiality is required and allowed by law to protect the interests of the Board and TVWD staff and customers.

Procedure Once the Regular Business Meeting Begins

The Board's formal meetings typically include the following procedures:

  1. Call to order
  2. Reports by CEO
  3. Commissioner Communication
  4. Public Comment for matters on the consent agenda or not on the business agenda
  5. Consent Agenda for routine matters such as approval of minutes
  6. Business Agenda (public comment is heard after each business item)

Testimony Time Limits

This opportunity is time limited to 5 minutes per individual, unless by Board consensus, the Board President grants an extension

Assistive Listening Devices

Assistive Listening Devices are available for persons with impaired hearing and can be scheduled at least 24 hours before the meeting by calling (503) 642-1511.

Sign Language and Interpreters

The District will also upon request endeavor to arrange for the following services:

  • Qualified sign language interpreters for persons with speech or hearing impairments
  • Qualified bilingual interpreters

Since these types of services must be scheduled with outside providers, it is important to allow as much lead time as possible. Please notify the District at least 72 hours prior to the meeting time by calling (503) 642-1511.

Meeting Protocol

The Board of Commissioners welcomes public attendance and participation at its meetings. Anyone wishing to address the Board on an agenda item at a regular business meeting should feel free to do so. In doing so the Board asks that the following procedure be observed:

  1. For the official record, please complete the sign in sheet located on the table by the entrance to the meeting room.
  2. Please complete the entire "Public Communication Form" and provide to the Executive Assistant. (Instructions appear on the back of the form.)
  3. When your name is announced, please be seated at the table in front of the Board and state your name and address for the record.
  4. Groups or organizations wishing to make a presentation are asked to designate one spokesperson in the interest of time to avoid repetition.
  5. When one or more citizen is heard on any matter, please avoid repetition in your comments. Careful attention to the previous speaker's remarks will be helpful to the Board in this regard.
